Nurse here! The first thing I noticed in the video of Charlie was how he was “decorticate posturing” as soon as he was shot, meaning it was a deadly injury to his spine/brain stem. There’s no way that bullet was under his skin. Just please know this also prevented him from feeling any pain as well.
